首相直属の秘密諜報機関【 霧島機関 】、そこに所属する女性エージェントのレイは強化スーツを身に纏い、今日もジェネラルロビンとして悪を討つ。しかし目の前でみすみす犯人を何者かに射殺され、自らの肩にも負傷をしてしまう。ロビンに霧島は冷静に語りかける。「…あなたは無敵のエスパーでもなければ宇宙人でもない。強化スーツは銃弾の衝撃は和らげるがゼロには出来ない」…と。そんなロビンの前に現れたのは宿命の敵ブラッド。7つの都市を盾に取られ手出しが出来ないロビンを襲う陰湿な責めの数々。
