妖怪と人間が共存する夜桜町の町長である竜桜ヒナは、本人も竜と人間のハーフであり、夜桜町で悪事を働く妖怪を妖怪の世界に帰す能力を持っていた。秘書的存在のサトリのサトルとともに今日も、増え続ける害をなす妖怪の対応に追われていたヒナだったが、その前に夜桜町の町長の座を譲れという不知火源蔵という男が現れる。源蔵の目的は、夜桜町を妖怪だけの町にすることだった。それを阻止するために源蔵に戦いを挑むヒナだったが、源蔵の正体は妖怪ぬらりひょんで、ヒナよりはるかに高い妖力を持っていた。
