特別内務調査班による調査が秘密裏に開始された。局内に女体拷問研究所の内通者がいると内部告発を受けての事だった。‘ゴースト’と呼ばれ皆に恐れられているメンバーは隠匿されていて、水面下で様々な部署に潜り込み内偵調査を行う。生活犯罪本部に所属していた入局2年目の新人捜査官、岡嶋亜美（黒木いくみ）がそのメンバーの一人に選ばれ、‘ゴースト’である事を隠し、神楽坂雅の後任として国際犯罪捜査本部に配属される。
