犯罪都市オーガスの市長、徳田は再選の公約として武装警備隊を考案し街から犯罪撲滅を訴えていた。しかしその裏で犯罪結社フォッグとつながり私腹を肥やす徳田は武装警備隊の需要を市民に促すために恐るべき計画を画策する。街の救世主であるスパンデクサーを超える強化人間を開発し民衆の前でスパンデクサーを公開処刑にし、人々に絶望を植え付けた後、武装警備隊によって事態を収拾しようという、恐るべき計画を立てていたのだ…。しかしDrグラップにより生み出された強化人間グリードは暴走を始め、街に放たれてしまう…［HAPPY END］
