園山は自分の職務を聖職と信じている真面目な警察官である。ある日、公園の女子トイレで放尿している女を盗撮した渉を尋問したが、売れないカメラマンの渉がフイルムを感光させたので許してやった。妻明子の親友倫子が度々下着泥棒にあうと知らされ、頼まれて張り込みにいったが彼女を抱くことになってしまった。下着泥棒がその二人を盗撮したが犯人は渉だった。こうして園山と渉の奇妙な関係がはじまったが、園山も盗撮に関心を持つようになったことから意外な結末が…。
