世界大戦後の東京シティー。そこはすでに独裁国家ヤプーに支配され、人々は階級社会の中で貧困に喘いでいた。そんな人民を解放するために、一人のヒロインが誕生した！神出鬼没でガンの名手である謎の美女、フェニックスは、正体を隠し人々の自由のためにヤプーと単身闘っていた。しかし、独裁者ヤプーは自らの野望の前に立ちはだかるフェニックスを、世の平和を乱すテロリストとして指名手配し、民衆の前でさらし者にしようと画策していた…。
