魔物デモーヌ一族との戦いに勝利したセーラー戦士達はお祝いにアメリカへ旅行に行くことになった。母の看病で一人日本に残ったセーラーアクエリアス水城亜衣は、ビルの屋上で旅立つ飛行機を見送っていた。そんな亜衣に新たな敵が迫る。その名はダークセーラーズ、これまで輪廻転生を繰り返し正義のために戦い続けてきたセーラー戦士の影となり、汚い手段を引きうけてきた一族だった。その一族が影から表に出ることを望み、セーラー戦士を全滅させようと亜衣に襲いかかる。亜衣はアクエリアスに変身し戦うが、闇のセーラー戦士セーラーメテオの分身で、暗黒星雲の植物怪人バルラに敗れて囚われの身となる。
